If I have a new Sandy Bridge EP motherboard, will a Gen2 x16 card operate at full bandwidth if plugged into a Gen3 x8 slot?

I don't think so. Since the Gen2 card won't work at Gen3 speed, and a x8 slot won't work at x16 speed, so most likely it'll end up with Gen2 x8.
