Is the power supply fan on SR2625urlxr always on even if the server is shutdown?

Yes. The power supply is providing stand-by voltage to the BMC and wake on lan functionally even when the server is "off"

This is one reason you should always remove the AC cord when working in side the chassis as some area are always powered.
