TWO Seperate processor or Core 2 Duo/Core 2 Quad?

I need to install a software which as the following hardware requirement:

Processor: Dual processors that are each 3 GHz or faster

RAM: 4GB

Not sure if I need to have a server with TWO Seperate processor of 3GHz or can I go for server with ONE Core 2 Duo OR ONE Core 2 Quad with 3GHz processor?
