I'm trying to do some tuning on the Xeon Gold 5420+ (Sapphire Rapids) by modifying the package power limits by writing the MSR_PKG_POWER_LIMIT MSR. However, it seems on boot that bit 63 of this MSR is set, which locks the power limits until a reset meaning writes to the MSR are ignored. I was wondering if there is a way to stop this bit from being set on boot?
