why server board with 8 PCIe ports don't have Crossfire/SLI mode. Can I fix it, or I have to buy another server board to build video editing server? o_O

What you are trying to accomplish is to install a dual video card configuration implementing a Crossfire/SLI bridge setup?
Let me tell you that according to the Server Configuration Guide (http://www.intel.com/content/dam/support/us/en/documents/motherboards/server/sb/configurationguide_s2600ip_rev24.pdf http://www.intel.com/content/dam/support/us/en/documents/motherboards/server/sb/configurationguide_s2600ip_rev24.pdf ) a dual GPU card configuration is possible since accessories are available.
To make this possible first you need to have both processors installed on the board to enable PCIe slots 4, 5, 6, 7 and 8 when processor 2 is present. Check for page 3 on Technical Product Specification (http://download.intel.com/support/motherboards/server/sb/g34153004_s2600ip_w2600cr_tps_rev14.pdf http://download.intel.com/support/motherboards/server/sb/g34153004_s2600ip_w2600cr_tps_rev14.pdf)
Then you need to follow the steps listed from page 142 on the System Service Guide (http://www.intel.com/content/dam/support/us/en/documents/motherboards/server/sb/g61542002_p4000ip_w4000cr_sg_r1_3.pdf http://www.intel.com/content/dam/support/us/en/documents/motherboards/server/sb/g61542002_p4000ip_w4000cr_sg_r1_3.pdf )
About the Crossfire/SLI support I will be doing a research whether if this is supported or not as there is no info available from the documentation above.

After manipulating the BIOS on your advice, I was able to connect only a single GPU card in 7 PCIE slot to activate the second processor, then one dual GPU card in 3 PCIE slot. Other configurations did not work.
7990 very hot cards to put them tightly to each other is very dangerous. I wanted to connect risers to these cards, but nothing happened

I am glad to hear that there is a little progress with the setup you are trying to implement.
When you say you want to use risers are you installing them in the same PCIe slots that you were able to make them work initially?
The riser cards are passive passthrough devices and doesn't require extra power or BIOS configuration changes.
Could you attach the part number or picture of the riser cards you are using?

Yes, i can't setup two dual processor graphic card at the same time on the board without single processor add in 4-8 slots. Motherboard just don't see it. I want to set up work station for OpenCL rendering, but can't start it on this board. I spend a month to troubleshooting, but do not solve this issue. Board work well only with single processor GPU)

The way you describe it is how it's supposed to work. This is by design of the board. About the Crossfire/SLI support I found that Intel server boards are not designed to support "AMD Crossfire" or "Nvidia SLI" configurations.
