Even it is RAM error, but it may not be RAM problem.... Do not trust the error code.
You daid:
i have 2 sas controllers and when i disconnect them the problem exists.
Did the RAM code come up AFTER you removed the SAS controller?
Go back to the stage where there was no RAM error. Then swap the RAM only. Do not change anything else.
Do not try to change so many things at one time. Only one thing at a time.
I had RAM error when I took over my board. But I know the RAMs were good. It turned out the system was complaining about the RAID controller. But gave RAM error code....

Read the Intel manual on that board. I remember certain RAMs work with certain CPUs. Not all RAMs on the support list would work with all CPUs.
Also, it appears you already have a lot problems with the SAS part....
You should remove all the add-ons. Only CPU and RAM, not even video card. Then test them.

It is correct. Depending on the processor installed, you may or may not use certain type of memory. You may use RDIMM or UDIMM when using Intel® Xeon® processor 3400 series. You can only use UDIMM when using the Intel® Core i3 Series or Intel® Pentium series.
Make sure your system is updated to the most recent https://downloadcenter.intel.com/download/23921/S3420GPLX-LC-Firmware-Update-Package-for-EFI BIOS 52. If the issue remains, I would install the original memory and run our https://downloadcenter.intel.com/download/19657/Intel-System-Information-Retrieval-Utility-sysinfo-For-UEFI Intel System Information Retrieval Utility to capture the logs of the unit to see what else is being recorded when attempting to use the RIMM modules.
