6th generation Intel PC sponsorship feasibility for North Korean defector

hello,

Did not know where to post the question but originally saw Intels involvement with Kenyan high shool students to develop apps and wondered whether something similar could be feasible with North Korean defector students living in the Soiuth who don't have many opportunities
