Version 2248 is stuck on Uploading Project prior to a build. I have restarted XDK but this has made not difference.

Can you post a screenshot of the issue?
Did you change anything in your project files or add large files?
Can you send me a dropbox link to your project (including the .xdk files) so I can try to replicate the issue?

Further to my last comment. the same happens under the Test tab when trying to push files for testing via the Intel App Preview.

I had no issues uploading the project files you provided with 2248.

I'm not sure what version I have, but I've updated Intel XDK a few times over the last 6 months or so an almost always get the "stuck on uploading" issue. I'd love to know what it's doing because my CPU is sitting at 60% and RAM is at 50% (8GB), with all other applications closed. NW.exe is doing something... but has nothing to show for it's self since about an hour ago. Network usage is jumping between 200kbps to 500kbps (Regional ADSL1, max is around 800kbps). It's a shame really because I just came back from using Cocoon.io because it's bugged to hell and back. looks like I won't be publishing my app this time around either, I'll try again in another few months, same as last time.

Peter, what platform are you using (Windows, Linux, Mac) and what sort of app are you trying to build (Android, iOS, etc.)? Also, what is your platform's OS version? How big is your app? Can you share a ZIP of your app project directory (everything in the app) so we can take a look and see if there is an obvious problem?
