Windows Phone 8.1 always builds to Fullscreen

Building for Windows Phone 8.1 always generates a Fullscreen app even when Fullscreen option in unchecked in Windows> Build Settings.  The same non-Fullscreen settings work for Android apps (clock, battery and network bar at the top of the phone screen is not covered by app).

I am using XDK build #3088.

Is there a way around this issue for Windows Phone 81?
