Does Atom E3950 support HWP

I could not find any reasonable resource showing which processor supports hardware p-states.

I was trying to find some information regarding Intel Atom E3950 CPU, but could not. Can anyone help me with that?

And what CPU driver to use in Linux? Passive or Active? As I noticed that different distributions used different ones for this CPU (and Active seemed to perform better even though HWP support seems not to be present).
