Bluetooth STATUS_DEVICE_POWER_FAILURE

So my bluetooth is showing a STATUS_DEVICE_POWER_FAILURE error.

Observations:

1) When I downloaded Intel's Driver Update Utility, it claims I have installed driver 18.11.0.8 (which is untrue as far as I can tell). When I click to download and update, it downloads BT_18.16.1_64_Win10 which is what is already installed apparently. It notes this in the installation process. See pics:

So my first question: Is this is the most recent driver version?

2) As noted, I'm receiving STATUS_DEVICE_POWER_FAILURE. I had seen a note in another thread indicating that some units may be defective (see /thread/61704 here). In particular, it is alleged that TA# G86254-001 may be defective. My unit is TA: H42623-002. Another user claims this unit is not defective. My unit initially worked but now it is not.

3) I've attempted reverting to older drivers. In particular, I've attempted to install:

BT_18.16.1_64_Win10

WP-BT_17.1.1529.1613_t64

WP-BT-17.1.1531.1764_t64

Are there any others I can attempt? None of these have resolved the problem.

OS is Windows 10 64 bit.

Update:

I rolled back to driver version 17.1.1524.1353.

It still does not work but gives me a different error code:

"Windows has stopped this device because it has reported problems. (Code 43)"
