I solved the problem.
I downloaded the Intel driver software - WiFi_20.100_PROSet64_Win10.exe from the Intel website and ran it on the computer.
It installed the latest driver and the WiFi started working without the need to reboot the computer.
The next time a Windows10 update causes this problem to occur I plan on rerunning the program.
