Intel WiFi 6 AX201 and Intel AC 7265 Indonesia cant connect to 40Mhz HT Mode

hi. I have two laptop :

 

a . HP 745G4 using intel 7265AC wifi 

b. Surface Pro 7 with AX201 

 

Both cant connect to 40Mhz wifi 5Ghz. Im In Indonesia. The regulatory said it is suppose allowed for wifi using 80mhz bandwidth

 

Please advise
