The Intel® Dual Band Wireless-AC 3160 was not designed to work as Access Point; therefore, you may not be able to achieve this in Linux, or other Operating Systems. This type of configuration is not supported. Intel® Wireless Adapters can be used in basic hosted network connections (2.4 GHz), WiFi direct and as WiFi clients.
Please keep in mind that Driver development of Intel® Wireless Adapters for Linux is made by the open-source Linux community.
