Regarding uninstalling the older 2022.2.1 Fortran Compiler issue:
Try to download the original installer https://registrationcenter-download.intel.com/akdlm/IRC_NAS/18996/w_fortran-compiler_p_2022.2.1.19749_offline.exe
Run it and then uninstall from there.
Now that you have a clean system.
-Install the VS 17.6 or other compatible version of VS
-Make sure the Desktop development with C++' component is selected in VS
-Run HPC Toolkit 2023.2
Let me know how it goes.

Hi Jennifer, could you please share the below details for further investigation:
- OS build on which you are installing the software
- Is the installer an online or an offline package?
- Version of Microsoft Visual Studio installed along with it's build version
- Other versions of Intel® Parallel Studio XE or Intel® oneAPI already installed on the system
- Installation Log files.
- The default path for a log file for a oneAPI installation is: C:\Program Files (x86)\Intel\oneAPI\logs

Rahul.
Thank you for following up, please see below
OS Build - Windows 11 Version 21H2 (OS Build 22000.1335)
Installer is offline (w_fortran-compiler_p_2023.2.1.7_offline.exe)
Visual Studio Community 2022 - 17.7.5
Intel OneAPI - I have multiple programs but do not use any
Intel oneAPI command prompt for IA32 Visual Studio 2022,
Intel oneAPI command prompt for Intel 64 for Visual Studio 2022,
After looking more into it, I had Intel Basic tool kit and Intel HPA toolkit from 2022 installed, as well as fortran compiler from 2022 installed. I uninstalled Intel oneAPI Basic took kit, Intel HPC toolkit, and it removed all my Intel oneAPI programs except
Intel oneAPI command prompt for IA32 Visual Studio 2022,
Intel oneAPI command prompt for Intel 64 for Visual Studio 2022,
When I go to uninstall fortran compiler 2022, I get a checksum error. I tried to install offline fortran 2023.2.1.7 again and have attached the installer log.
It looks like the checksum in the JSON file is incorrect, but I am not sure how to fix that. Or is that my main issue?

Hi Jennifer, please note that Visual Studio Community 17.7.5 has not been tested and validated on Intel® Fortran Compiler by our engineering team. It may or may not work with Visual Studio 17.7.5.
We recommend you, refer to the link: https://www.intel.com/content/www/us/en/developer/articles/reference-implementation/intel-compilers-compatibility-with-microsoft-visual-studio-and-xcode.html and check the compatible Visual Studio Version for your Intel® Fortran Compiler.

That doesn't make sense with the installer having a checksum problem on my prior version of fortran that was installed and cannot be uninstalled. Which is where the install is stopping. In the log it says the VS is verified and completes the check.

I rolled back to Visual Studio that is compatible as per the table, (17.6.4) and still coming up with the same prompt that it will not install. I've attached the installation log, it looks like the checksums are all matching. I am going to try to roll it back to 17.4 to see if its still a compatibility issue.

Rolled back all the way to 17.2.4 and still is coming up with same error. Can anyone from Intel help by looking at the install log? Or is this not where I should go to ask for that?
I have installed VS 22 and the updated Fortran on another Windows computer and it works seemingly, so I know it is most likely not a compatibility issue at this point. I do need to get it working on this particular computer that is having this issue, I just do not know the codes that are given in the log and what they particularly mean when the log shows that it fails. Hopefully someone can help....
Thanks

Hi Jennifer, we understand your concern. Kindly follow the troubleshooting steps to resolve the issue:
- Completely uninstall all the version of Visual Studio, then install Visual Studio compatible versions 2022 17.6.4 from the scratch. Make sure that the uninstalling process automatically remove any an all files from the below path.
- Path: C:\ProgramData\Microsoft\VisualStudio\Setup\x86\Microsoft.VisualStudio.Setup.Configuration.Native.dll
- Make sure you select the 'Desktop development with C++' component while installing the Visual Studio.
- You may refer to the below link to download the latest version of Intel® oneAPI Base Toolkit (download Offline Installer).
- Install Intel® oneAPI Base Toolkit then integrate with their compatible Visual Studio versions.
- You may refer to the below link to check the compatibility list of Intel® oneAPI Base Toolkit.

Hi Jennifer, thanks for the update, please try the below workaround steps. They may seem quite similar to the set of steps provided previously, however, these are for complete uninstallation and clean installation. Please proceed with the steps only when the previous step has been completed.
Note: We would recommend you make sure that all Microsoft Visual Studio instances are uninstalled, by using the InstallCleanup.exe from the previously (and below) provided link.
Link: https://docs.microsoft.com/en-us/visualstudio/install/uninstall-visual-studio?view=vs-2022
- Check & make sure that C:\ProgramData\Microsoft\VisualStudio\Setup\x86\Microsoft.VisualStudio.Setup.Configuration.Native.dll does NOT exist anymore. If it was not removed with Microsoft Visual Studio for some reason, please unregister the DLL using
'REGSVR32 /U C:\ProgramData\Microsoft\VisualStudio\Setup\x86\Microsoft.VisualStudio.Setup.Configuration.Native.dll'
command in Command Prompt as Administrator, and then rename the file to Backup_Microsoft.VisualStudio.Setup.Configuration.Native.dll so the Intel® Installer can't load it.
- Try uninstalling the Intel® Fortran Compiler now.
- Now reinstall Visual Studio and install the oneAPI HPC toolkit instead of Fortran Standalone Compiler.
However, please let us know the below details, if the issue persists.
- A copy of the installed Visual Studio info.
- The logs from the oneapi %TEMP% directory
Looking forward to your response.

Ok I got all the way up to uninstalling Fortran. Steps in order I did them
1. Ran installcleanup.exe - COMPLETED (See Screenshot)
2. Found C:\ProgramData\Microsoft\VisualStudio\Setup\x86\Microsoft.VisualStudio.Setup.Configuration.Native.dll was STILL There
3. Unregistered DLL (See Screenshot) - COMPLETE
4. Rename file to Backup_Visual.... COMPLETE (see screenshot)
5. Uninstall Fortran compiler - found an old beta version on my list of programs (See Screenshot)
6. Begin uninstallation process - (See Screenshot)
Error came up about failed to find manifest file (see screenshot)
