Can't install or un-install Parallel Studio 2019

Hello,

 

After Re-installing Visual Studio 2019 (on Win10),  I'm unable to re-install or un-install the Parallel Studio XE 2019 composer edition for Fortran . When I start the Installation, the splash screen displays for a second but then the setup closes without any errors (same if I try to un-install).

 

Is there a way to either re-link the Fortran with VS2019 since it's still installed or to to make it so that the (un)installation starts ?
