Hi,
Is it just me or is the download of the toolkits broken (2023.0). I tried getting base (and hpc) from this page
Download the Intel® oneAPI Base Toolkit
using MS Edge and Chrome, with and without signing in, with incognito mode and without.

In the meantime, as a workaround, kindly go through the below steps. You may find them helpful in resolving your concern.
- Try clearing your cookies, cache and system temporary files before using an Incognito Tab to visit the same links.
Intel® oneAPI Base Toolkit Link: https://www.intel.com/content/www/us/en/developer/tools/oneapi/base-toolkit-download.html
Intel® oneAPI HPC Toolkit Link: https://www.intel.com/content/www/us/en/developer/tools/oneapi/hpc-toolkit-download.html
- Select as per your requirements.
- A request to "Sign In or Sign Up" would appear now. Select the option to proceed with the download just under it, as "Continue as a Guest (download starts immediately)->".
Note: Make sure that you are not signed in during the entire process.
This shall start the download. However, please feel free to let me know if the issue persists. Kindly update us if it has been resolved.
Hope you have a nice day ahead.
