Cannot download the intel oneapi hpc toolkit shell script - access denied

Hello, I am trying to install the oneAPI HPC toolkit using these instructions:

But when I use this Download command:

https://registrationcenter-download.intel.com/akdlm/IRC_NAS*************_offline.sh

I get a "Forbidden" error, as in, I don't have access to the package.

It seems the link to Download the installation package is not working. Do I need special privileges to install this package?
