Does Intel® oneAPI DPC++/C++ Compiler open source?

https://software.intel.com/content/www/us/en/develop/blogs/adoption-of-llvm-complete-icx.html.   Intel has provides a C++ compiler called icx/icpx and it is based LLVM.  I want to know the icx/icpx is open source? I found the github repo https://github.com/intel/llvm.   but it looks like just for DPC++.

Hi, the C++ compiler/Data Parallel C++ (DPC++) compilers are a part of the Intel® oneAPI Base Toolkit. The Intel® oneAPI toolkits are freely available for all our users. You can download them by visiting: https://software.intel.com/content/www/us/en/develop/articles/free-intel-software-developer-tools.ht...


However, terms of usage of our product are based on the End User License Agreement(EULA). To check the EULA, visit: https://software.intel.com/content/www/us/en/develop/articles/end-user-license-agreement.html
