Download Intel Parallel Studio XE 2020

I had my computer wiped clean and am trying to re-install Intel® Parallel Studio XE Composer Edition for Fortran and C++ Windows*. When I look up my license and go to the download tab there is a message saying "There is no download versions for the product" How can I get this back installed on my new machine?
