Instead of trying to install a 8-year old compiler, you could download, install and use the current version of Intel Fortran, which does not require a license file. See this post by Ron Green.

I have exactly the same issue.
I have an unsupported but perfectly adequate Fortran XE compiler that I need to migrate/transfer to a new machine. I have lost my original *.LIC file, and because my compiler is unsupported I cannot download my *.LIC file from the "Intel Registration Center - User Portal" any more.
According to https://www.intel.com/content/www/us/en/developer/articles/troubleshooting/older-version-product.html if I don't have a *.LIC file then the only alternative is to raise the issue on this Forum.
Hoping someone knows the secret!

There is a specific Intel forum for licensing issues. I will move this there.
Be aware that those older compilers may not run on a modern OS like Windows 11.
