I wanted to link Intel fortran compiler with Abaqus 2019, but its not happening, because Abaqus requres 2002 version of Intel® Fortran Compiler Classic and Intel® Fortran Compiler. on intel website the available version is 2024 only.

Older versions of Intel Fortran are available for customers with a support contract which you either obtain when you renew your Intel Fortran licence or when you purchase a new license of the Intel® Fortran Compilers or when you purchase a new license of an Intel® oneAPI Base & HPC Toolkit (which contains Intel Fortran).

Adjust abaqus batch file for the new compiler. It is a trivial step.

yes, ForDBC is still available. However I haven't checked yet if it also works with IFX.
