Incomplete integration of OneAPI Base Toolkit with IDE Microsoft VS 2019 Community

Hello, I've been trying to install first OneAPI Base Toolkit, then OneAPI HPC Toolkit and integrate it into Microsoft Visual Studio 2019 Community Version. My main purpose was to install Intel Fortran Compiler which is available in the OneAPI HPC Toolkit. However, after several tries, the installation of OneAPI Base Toolkit still ended with status 'Success with Fail'.

Stated in the message log was a warning: 'Integration in IDE(s) might be in incomplete state or custom post-install/remove scripts might fail', and execution failed with output of: 'Object reference not set to an instance of an object.' as per shown in the attached figure below. I also tried installing the standalone version of Intel Fortran Compiler available at https://software.intel.com/content/www/us/en/develop/articles/oneapi-standalone-components.html#fortran . Yet, the same error message occurs.

May I know how can this be solved?  I'm still very much of a beginner, please excuse me if this is too simple of a question, but I would very much appreciate help in fixing this.

I have the same or similar problem on VS 2019 16.9.4 "incomplete installation" but 2017 15.9.35 seems to meet prerequisites.I've spent some time trying to uninstall VS 2019 and reinstall, ....

I can integrate with 16.9.0 VS2019, but don't know the exact fail point between 16.9.1 and 16.9.4.

I have incomplete installation on 15.9.35 still.
