I am trying to install the Intel Fortran Classic Compiler for Windows v2023.0.0 Size 12MB for use with Microsoft Visual Studio 2022 on my Windows 11 desktop PC.
MVS2022 v17.4.3 installation was successful, and included Visual C++ 2022.

The Intel installer proceeds through Step 2, Integrate IDE, with the Microsoft Visual Studio 2022 box checked.
During Step 3, the Intel installer fails at 24% completion, on Installing 3 of 19 API common, indicating "Installer has failed to download this file:," as seen in the attached image for this file

I have Quit installation and retried, but encounter the same error.
