In 2013 I bought Fortran for Visual Studio (Intel Visual FortraN Composer XE 2013). After changing Win7 to Win10 on my computer I could not reinstall Fortran from the installation file w_fcompxe_2013.1.119.exe. After entering the serial number in the appropriate field, the message appeared
"Activation rights do not allow you to install this software. This may be due to an expired subscription or an incompatible serial number"
I know serial number is correct. Please, help me reinstall this Fortran using an installation file.

Instead or worrying about a compiler version from more than 10 years ago why not download and use the oneapi 2025 version that is free to use?

Hi Wilhelm, Intel® has decided that Intel Parallel Studio XE, All Editions, All Versions are not supported anymore. We urge users to upgrade to the latest version of Intel® developer tools. The unsupported versions do not include the latest functional and security updates. These versions are targeted to be removed after a period. We understand that this might be challenging, but it's important to note that the users with active priority support can only access older product versions.
For more information refer to the link: https://www.intel.com/content/www/us/en/developer/articles/release-notes/oneapi-supported-product-versions.htm, and scroll down to the Unsupported Product Version.
Intel® oneAPI users with active Intel Priority Support can access older versions via a secure portal you gain access to as part of your support subscription.
FAQ's Priority Support Link: https://www.intel.com/content/www/us/en/developer/get-help/faq-priority-support.html
Note: The older versions of Intel® Toolkits are not available publicly, only the latest version of Intel® Toolkits (2025) and other latest products are available for download and installation.
