Media SDK install fails -- Win 10

I'm having trouble installing the media SDK.  I've downloaded the installer (MSDK2021R1.exe).  When I run it I see a windows popup to allow it to make changes, then a splash screen for a few seconds, and then it disappears.  I have tried this on multiple PCs with the same result.  How does one actually install this?
