OneAPI 2025.1.1.34 + A certificate chain could not be built to a trusted root authority

We are working on a project to install the above mentioned version of OneAPI and keep running into the same error. "A certificate chain could not be built to a trusted root authority."

This is a new install and Visual Studio 2022 17.10 is successfully installed offline, as the target computers for this installation are all air gapped. And yes the Desktop development with C++ was installed without any errors. 

When attempting to do the OneAPI offline install it keeps failing with the cert authority message above, and we utilize the command intel-oneapi-base-toolkit-2025.1.1.34_offline.exe -a --silent --eula accept but again it fails with the cert message? 

In previous attempts I did install a new cert chain from the internal CA authority, but it still fails. 

We are installing on windows 10 21h2. 

Visual studio was installed successfully and the system rebooted, but we can not get OneAPI to install. 

I have searched the community and found other posts, but none of them listed any kind of resolution or fix. 

Any ideas/help would be appreciated.

• Are there any other versions of Intel® Parallel Studio XE or Intel® oneAPI installed on your system? If so, please let us know the exact version of Microsoft Visual Studio integrated with Intel® Parallel Studio XE or Intel® oneAPI Toolkit on your current system.
• A screenshot of the error.
• Installation Log files.
  • The default path for a log file for a oneAPI installation is: C:\Program Files (x86)\Intel\oneAPI\logs

Thanks for the response. 

There are no other intel products installed on the computer. 

Here is the log file, but it's from the installation in appdata\local\temp as the directory you specified doesn't exist yet. 
I've also included a screen shot of the error.

I'll try again this time I'll attach the log file, which comes from appdata\temp since the product isn't installed the program files x86 directory for intel does not exist.

There are no other versions of intel software on the computer. 

Visual Studio 2022 17.10. I've attached the screen shot of the error. 

The log directory does not exist as it hasn't complete the installation. 

This is from the installation log in the %userid%\appdata\local\temp\ and is the latest attempt.

To help us investigate this further, could you please share a clear screenshot or image of the complete script or commands you executed? This includes everything from uninstalling Visual Studio and the toolkits, to reinstalling Visual Studio and then the toolkits — either as per the steps we suggested, or kindly let us know if you followed a different approach.

We’ve also attached our screenshots showing a successful installation. Having your exact steps will help us compare and troubleshoot more effectively.

I used the add/remove applet in Windows to uninstall the Visual Studio 17.10 version from the computer, deleted anything in the program files (x86) directory that was left.  Rebooted, cleaned up the %userid&\appdata\temp directory. 

I then installed the visual studio version you specified using the, G:\Vis1712\vs_setup.exe --noWeb --channelURI G:\Vis1712\ChannelManifest.json. Again this is in an air gapped environment so I had to build the offline package, per microsoft's instructions, and then install it on the target computer using the above command. 

Once that was completed and the system rebooted again, I executed the command from the instructions you sent,  ./intel-oneapi-base-toolkit-2025.1.1.34_offline.exe -s -a --silent --eula accept , which is where I get the certificate chain error messages. 

I have manually installed the certificate chain from the domain's certificate authority and the certificate for the domain certificate authority also. But still this error persists. 

Is there an option to install with it building it's own certificate chain since the latest from the domain has already been installed? 

Not sure why it has to build a new certificate chain if one already exists?

Thank you for your patience. The engineering team has analyzed the logs that you shared and got some idea about the issue here.

Generally installer has an option to ignore errors related to scripts, but probably installation of toolkit will be not fully workable as a lot of stuff is created through scripts right now. so we need to understand the environment properly so that we can provide some information about how to install the required certificates.

The log file installer.install.intel.oneapi.win.basekit.product,v=2025.1.1+32.2025.06.10.09.49.21.496816.log that you shared has some information which was helpful. The other log from "latest_install_attempt.txt" is related to installer self removal.

We need some more information to make the right recommendation to resolve your issue.

Can you please send all the logs from the temp folder location?

The path to log location is %temp%\intel_oneapi_installer\<timestamp>

There will be more than one log in the path for example: C:/Users/userid/AppData/Local/Temp/intel_oneapi_installer/2025.06.10.09.49.16.293

We request you to make another run to collect fresh logs and full set of logs from the similar path and share the full set of logs with us for further analysis.

Also can you please provide some information on how is your air-gap environment prepared and are you using any scripts that run the installers etc.?
