OneMKL 2024.0.0.49672 installation fails with

ERROR : After applying install condition filter, root node is deselected. Nothing to install.

found in installer.2024.03.06.08.38.11.051597.log on Windows 10 and 11 if only VS and the Fortran compilers are installed. More logs are attached.

I've tried this on many machines old, new, baremetal, VMs, Windows Sandboxes, and containers and haven't found success yet. Logs are attached.

The detailed steps we're performing:

1. Download VS 2022 v17.7.5: https://download.visualstudio.microsoft.com/download/pr/8bee1b10-0767-416b-a3c0-d658a719947b/58afd70e8fbc37b1a3f48d2950c90b1a9f4a926bb52adef3749046cd70ab14dc/vs_BuildTools.exe

2. Install VS 2022 w/C++ desktop development workload.

3. Download the Fortran compilers installer: https://registrationcenter-download.intel.com/akdlm/IRC_NAS/3a64aab4-3c35-40ba-bc9c-f80f136a8005/w_fortran-compiler_p_2024.0.2.27_offline.exe

4. Install the Fortran compilers with the default settings. Everything is working as expected up to this point.

5. Download the oneMKL installer: https://registrationcenter-download.intel.com/akdlm/IRC_NAS/b5a4ff98-2c98-4b28-87f7-32082cac359e/w_onemkl_p_2024.0.0.49672_offline.exe

6. Attempt to install oneMKL and receive the error/log messages I listed in the forum post.
