I have more or less the same issue as described in this thread:
I am trying to install the Intel Fortran compiler 2019 (parallel_studio_xe_2019_update6_composer_edition_for_fortran_setup.exe) on a virtual windows 10 machine (more specifically Version 10.0.19045 Build 19045). But shortly after the splash screen (the one with the office building in the background) shows (and the activity indicators have moved for a short time), it closes without giving a further error message.
I tried executing the installer from an admin command prompt, same result.
This machine has Visual Studio 2019 and 2022 installed, plus an Intel Fortran compiler 2023 (integrated in both Visual Studio instances). I had the Intel 2019 compiler installed on this machine before but unfortunately, I uninstalled it in the wake of the installation mess with the Fortran compiler 2023 (the oneAPI installer window was simply empty, see https://community.intel.com/t5/oneAPI-Registration-Download/Can-t-modify-remove-Fortran-23-compiler-installation-blank/m-p/1626051) hoping this would resolve the trouble (it didn't).
I already tried uninstalling the Fortran compiler 2023 and then tried to execute the 2019 installer but it gave the same result. There does not seem to be a command line interface for the 2019 installer.exe as the splash screen always pops up and closes again.
I tried executing
msiexec -i c:\Users\myuser\Downloads\Intel\parallel_studio_xe_2019_update6_composer_edition_for_fortran_setup\installs\parallel_studio_xe\074\ism\ism.msi
A popup appeary shortly, reading "Please wait while Windows configures Intel(R) Software Manager" then closes.
I need the Intel Fortran 2019 compiler to work because the program I'm compiling links to the 2019 versions of the intel libraries (e.g. ifcoremt), and the 2023 compiler complains upon linking about an unresolved external symbol for_stop_core_quiet.

If found this thread now which says the installer runs when Windows 8 compatibility mode is enabled for the extracted installer.exe (in C:\Users\mitterft\Downloads\Intel\parallel_studio_xe_2019_update6_composer_edition_for_fortran_setup). I needed to right-click > Properties > Tab "Compatibility" > Checkbox "Run this program in compatibility mode for "Windows 8"
However, the Visual Studio 2019 integration does not work. How do I get the integration to work now?

What do you make of this message I got from the installer:
"Intel® Visual Fortran Compiler 16.0 Integration(s) in Microsoft Visual Studio* is already installed.
If you proceed to install, the Intel Visual Fortran Compiler 16.0 IDE integration(s) will be uninstalled and the Intel(R) Parallel Studio XE 2019 Update 6 Composer Edition for Fortran Windows* IDE integration will be installed. You will no longer be able to select 16.0 or older Intel Visual Fortran Compilers from the Visual Studio IDE (if it is currently installed)."
What?? I want to install Fortran Compiler 16.0 integration into Visual Studio 2019 but I will no longer be able to select 16.0? I mean, it's true, I cannot select it (there is no Intel Compilers section in Visual Studio 2019's Tools > Options dialog). But how am I supposed to get that integration then? How can I clean every remnant of an alleged VS2019 integration. Yes, I had it before, but I uninstalled everything: VS2019, VS2022, Fortran 2023, Fortran 2019. Then I re-installed VS2019, then Fortran 2019 with the VS2019 integration selected, still I got this message.
https://community.intel.com/t5/Intel-Fortran-Compiler/Intel-Fortran-update-5-2019-can-not-be-integrated-with-Visual/m-p/1156931 seems to deal with a similar problem but contrary to what's discussed there, I don't have VS2017 installed.
So once again, I'm left with a non-functional Intel Fortran compiler, which is completely unacceptable.

Hi Thomas, please note Intel® has decided that Intel® oneAPI Toolkits Versions: 2024.2.0 and earlier are not supported anymore. We urge users to upgrade to the latest version of Intel® developer tools.
The unsupported versions do not include the latest functional and security updates. These versions are targeted to be removed after a period. For more information refer to the link: https://www.intel.com/content/www/us/en/developer/articles/release-notes/oneapi-supported-product-versions.htm, and scroll down to the Unsupported Product Versions.
However, Intel® oneAPI users with active Intel® Priority Support can access older versions via a secure portal and gain access as part of support subscription.
