Parallel Studio XE2017 Update8 install fails

I have been using Parallel Studio  XE 2017 for many years. I was  trying to move to a new PC and install on a new machine and have been unable to (1) Download an installer from the registration center . It lists license linked to a different account  (2) Have our offline installer work , It fails right at start of install after splash screen.

Specs

Windows 10 Pro 20H2

VS 2015, VS 2017
