I have installed VisualStudio 22 according to your advice. When installing the oneAPI Base Kit I get the attached message. What has failed?

Thanks for posting your concern on the thread. Appreciate you sharing the log with us. Based on it, we would recommend you try downloading the full (i.e. offline) installer of the Intel® oneAPI Base Toolkit via the below link and try installing it.

However, if the issue persists, please share the new installation log . Kindly update us if your concern has been resolved. Looking forward to your reply on the thread.
