Hi there,
I have the same issue with installing oneAPI base toolkit 2021 on Windows 11 with the installation file w_BaseKit_p_2021.2.0.2871_offline.exe
My version of VS is Microsoft Visual Studio Community 2019 installed on top of VS2022.
I have reached out to Visual Studio today via live chat and they have the same version of dll. They asked to raise this via https://developercommunity.visualstudio.com/VisualStudio/report
@blvb Brian any luck with getting an older version of dll and if so did it work for you?

Hi there,
Just to update: https://developercommunity.visualstudio.com/VisualStudio/report - this does not work for VS 2019 Community; they do not review feedback for this version anymore.
I've reached back to Microsoft via live chat and they advised me to get an older .dll file from here https://www.nuget.org/packages/Microsoft.VisualStudio.Setup.Configuration.Native/1.8.24 . One should download it, rename to a .zip file and check the tools folder - that's where an older .dll file is located. When we replaced the current .dll C:\ProgramData\Microsoft\VisualStudio\Setup\x86\Microsoft.VisualStudio.Setup.Configuration.Native.dll with the older one. It allowed to move further with the installation of w_BaseKit_p_2021.2.0.2871_offline.exe. However, it looks like this .dll crashed Visual Studio:
And when I launch VS 2019, I get this:
Restarting VS/the machine does not help.
Will get back to Microsoft and Abaqus to see what they can do about it.
