Installing base toolkit gives error message
Closing and relaunching installer gives the same message. What to do?

We have reviewed your request and understand your frustration at this less-than-ideal situation.
The workaround we provided of uninstalling all components and reinstalling with the new, fixed oneAPI installer is indeed the safest, quickest, most efficient method of fixing everything.
Deleting files, folders, and changing registry settings is much more error prone, risky, and time consuming. You are more likely to render Visual Studio unusable than fixing it. You may end up in a situation where you messed something up then cannot uninstall and re-install Visual Studio at all.
To avoid you having to factory reset your PC, which is the worst case, we strongly recommend performing our workaround:
- Deinstall all Visual Studio instances.
- Deinstall oneAPI BaseKit 2022.1.2.
- Reinstall Visual Studio 2022 version 17.1.x.
- Install BaseKit 2022.1.3
Let us know if your installation does not work after following the above steps.
If there were a better, easier, faster way to solve this issue we would have gladly provided it.

This thread should remain open until Intel fixes the installer so it works correctly (for all editions of VS). Users should not be forced to uninstall and reinstall VS for every oneAPI update.

Thanks for your update on the thread. However, as mentioned before, please understand NO new installer of the toolkit would be able to fix the issue since it is NOT occurring due to the Intel® oneAPI Base Toolkit 2022.1.3 installer but due to the already installed & integrated Intel® oneAPI Base Toolkit instances with Visual Studio 2022.
This is an uninstallation issue with the previous version of the toolkit which is currently installed on the system. Please understand any new fix that is released would require the currently installed version to be uninstalled first. However, to clarify simply - Visual Studio 2022 is blocking the toolkit & its components from being completely uninstalled.
So via the previously mentioned steps, you could revert your system to a state where no instances of both Visual Studio or Intel® oneAPI Base Toolkit are installed and allow a fresh installation.

Your explanation that " Visual Studio 2022 is blocking the toolkit & its components from being completely uninstalled" doesn't make sense.
When the Intel installer is running, VS2022 is not, and so cannot block anything. Since the Intel installer has admin privileges, it can change any files or registry entries (within limits) it wants.
So what part of oneAPI toolkit cannot be completely uninstalled? And couldn't that be done manually for this one case by deleting some files?

Thanks for getting back to us on the thread. We understand your situation. However, kindly note, Visual Studio 17.1.0 was released on 15th February 2022 while the Intel® oneAPI Base Toolkit 2022.1.2 was released on 25th January 2022. The IDE versions that were released after the toolkit release could not be tested or validated beforehand. However, the known issue has been fixed on the next release i.e. Intel® oneAPI Base Toolkit 2022.1.3.

Because your proposed workaround of uninstalling all VS versions involves so much work (in the re-installing), I do not consider this an acceptable workaround. Why not tell us which files to delete or rename, and which registry settings to delete or modify, to make your oneAPI Base Toolkit 2022.1.3. installer work?
I think Intel's customers have a right to expect that you will test your integration of oneAPI with VS against each update of VS, using the preview versions if necessary. I would also expect Intel to coordinate some of the integrations with Microsoft support.
So, in summary, I would ask again that Intel produce a package or installer to repair this mess, without touching the existing VS installations.
