I believe it would be useful for other users if we could have the whole story together.
I have just got an answer from Microsoft where I raised the ticket for the .dll issue that crashed Visual Studio. PFB:
"Unfortunately replacing the dll is not a viable fix for this issue as VS requires specific dll's in order to function properly. I would recommend reinstalling/repairing VS to put the original dll back in place so that VS has all the required dll's. Changing the dll's is generally not a good idea as it can cause various issues, including crashes.
In regard to the issue with the installation of Intel oneAPI toolkit, we recommend that you ask Intel to log a ticket with us about the installation issue and that they share the info they have on that issue with us so that our extensibility team can take a look into that installation problem".
In this regard @ArpanB_Intel could the Intel team please log a ticket with Microsoft to solve this problem? Thanks.

Intel® has decided that Intel® oneAPI Toolkits Versions: 2023.1.0 and earlier are not supported anymore. We urge users to upgrade to the latest version of Intel® developer tools. The unsupported versions do not include the latest functional and security updates. These versions are targeted to be removed after a period. For more information refer to the link: https://www.intel.com/content/www/us/en/developer/articles/release-notes/oneapi-supported-product-versions.htm, and scroll down to the Unsupported Product Versions.

Dear @RahulC_Intel , I am sorry to say that this is not helpful. If you could take a look at the initial thread where the discussion started, you could see that it all comes from incompatibility issues with Abaqus that both @blvb and myself are trying to use. The latest version of Intel® oneAPI Toolkit does not work with Abaqus.

Hi Olga, we apologize for the inconvenienced caused. However as per the information shared by our internal team, we will not supporting the Intel® oneAPI 2023.1 and earlier toolkits anymore.

It seems to me that in the previous threads indicated in my post the team was more supportive...
