Transfer license to an email in a different domain

The Navy's migrating from using navy.mil addresses to us.navy.mil addresses.  While I could transfer adminstration of licenses to my new address, I can't transfer the owners to their new addresses.  How can this be done?

Solution:

The licenses were internally transferred to recipients list shared by the user.
