Where can I find the download link for oneAPI 2021.3.0 for Linux

I am trying the use_library repo in Github tags 2021.3.0. But it showed use_library.cpp:7:10: fatal error: 'CL/sycl/INTEL/fpga_extensions.hpp' file not found. It seems I need to switch to a 2021.3.0 version of dpcpp complier. How can I do that without installing the oneAPI toolkit 2021.3.0?
