    We want to confirm that if we should purchase the license of IPP which is included as part of the Intel® oneAPI Base Toolkit with EULA for developer tools for the commercial purpose ?

Thanks for posting your concern. However, please note, we do not provide guidance on the End User License Agreements and how people use the product. You will have to consult with your own legal department regarding it.
