one API Rendering Toolkit: installer has failed

After downloading the install exe, the installer has failed to download the file

Microsoft VS is installed
Desktop Development with C++ is installed
toolkit installer recognizes VS as an IDE

Windows renderkit online failed using both links to install extension from:

https://www.intel.com/content/www/us/en/developer/tools/oneapi/rendering-toolkit-download.html?operatingsystem=window&distributions=online

and from email link:

https://lemcenter.intel.com/productDownload/productDownload/

any help would be greatly appreciated!
