With the current version of VS 2022 (17.13.6) the installation of (at least) all 2025 oneApi basekits and HPT toolkits fail.
Here is the relevant part from the installation log:

Cannot create a stable subkey under a volatile parent key.

Now, there's only "VS 2022 17.13.6" on the machine (I uninstalled VS 2022 Preview).
Further, I uninstalled ALL onaApi produces, then I installed 2025.1 Base Toolkit (with default configuration, integration into VS 2022), again getting the same error:
I do not need the older oneApi versions, I only want to install the latest (2025.1) Base and HPC toolkit.

I figured out, that this thread got assigned to my old account "tobias-loew" (which used 2024) and not the new one I created two weeks ago. Nevertheless, also on my old account the inbox is empty.
On both accounts the inboxes are empty. I cleared the cache, opened the site from other machines, and even my android phone: always empty.
I don't think the error is on my side.
Please be so kindly and send the message to my email. And please write the user-ID and name of the account you send the message earlier.
BTW: It's embarrassing, struggling with account/policy problems, while the real error still remains.

Now, I found the "private" message. I was expecting it in the "community-inbox" (as you wrote in your initial message).
I'm not sure, if you really want to tell people to stop updating VisualStudio (and why this information has to be kept private). Especially, for users of the "Community" edition, which is usually only availble as the latest version.
Furthermore, VS-updates usually also fix security issues. So, installing a version, which is known to be vulnerable, is definitly a no-go.
Please, ask the development/packaging-team to look at the error and fix it for the next release.
