Just in case other people run into the same problem:

The oneAPI C++ compiler 2021.4 works fine with Visual Studio 2017 on Windows 11.

Manually installing the Visual Studio Extensions (VSIX) from "C:\Program Files (x86)\Intel\oneAPI\compiler_ide\2021.4.0\windows\ide_support\VS15\C++", after the Intel installer reproducibly failed to do so, has resolved the VS2017 integration problem for me!

Additionally, this workaround still is needed:

Hi Andrew, please confirm whether the Desktop Development with C++ component was manually selected during the installation of the Microsoft Visual Studio 2017.

Note: Please click here: https://www.intel.com/content/www/us/en/developer/articles/guide/installing-microsoft-visual-studio-2019-for-use-with-intel-compilers.html, for guidance on selecting the component of Microsoft Visual Studio 2017.

Yes, VS2017 component "Desktop Development with C++" definitely was installed.
