oneAPI BaseKit install fails on new Win10 machine

w_BaseKit_p_2021.1.0.2664_offline installer fails after a few seconds with error:  Unable to Setup Installer.  Online installer gives the same error.  The HPCkit installer gives the same error.

Brand new Dell Windows 10 workstation that meets all minimum requirements.  No GPU video card installed.

VS Community 2019 is installed in default location.  (vs_community__711671221.1614782319)

I got past the error by removing this directory:    c:\program files (x64)\intel\oneAPI\

Something had the directory locked, so I had to reboot before deleting it.
