oneAPI fails to install without internet.

Tested Configuration 1:

• Visual Studio 2022 17.7.1
• oneAPI 2023.1
• Windows 10

Tested Configuration 2:

• Visual Studio 2022 17.7.1
• oneAPI 2023.2
• Windows 10

Tested Configuration 3:

• Visual Studio 2022 17.7.1
• oneAPI 2023.2
• Windows 11

Repro Steps:

1. Install Visual Studio 2022 17.7.1
2. Download the offline oneAPI installer.
3. Disconnect from the internet.
4. Install oneAPI Base Kit using the offline installer with all default options.

The installation will fail to integrate with Visual Studio.

I did not observe this issue on Visual Studio 2022 17.6.
