why full offline installation need internet?

Tried to install offline Intel OneApi v2023.1 (and the version below) on Visual Studio 2022 v17.6.3. It turned out that when the Internet is off (full OFFLINE), the installation fails and leads to a breakdown of the studio itself.

There, at the end of the process of integrating Intel OneApi with VS, the studio internal utility starts and, if it is impossible to download something from the Internet, it considers its installation to be faulty.

Details: Attempt 1 of 2 failed. Execution of C:\Program Files (x86)\Microsoft Visual Studio\Installer\resources\app\ServiceHub\Services\Microsoft.VisualStudio.Setup.Service\VSIXInstaller.exe failed with exit code -2146233088, output: Process crashed Attempt 2 of 2 failed. Execution of C:\Program Files (x86)\Microsoft Visual Studio\Installer\resources\app\ServiceHub\Services\Microsoft.VisualStudio.Setup.Service\VSIXInstaller.exe failed with exit code -2146233088, output: Process crashed Error: Sequence execution failed.

When the Internet is turned on, everything installs normally!

What might not download in an offline installation (VS, OneApi)?

Hi Dim, please note that the Intel® oneAPI Toolkit 2023.1 has not been tested and validated with Visual Studio 2022 17.6.3 by our engineering team. It may or may not work with the untested Visual Studio versions. We would like to inform you that Intel® has decided that Intel® oneAPI Toolkits Versions: 2023.1.0 and earlier are not supported anymore. We urge users to upgrade to the latest version of Intel® developer tools.  

The unsupported versions do not include the latest functional and security updates. These versions are targeted to be removed after a period. Your official answer, unfortunately, does not touch the essence of the matter!)
For two weeks on a clean computer, I tested several different combinations of full offline packages oneAPI and VS, including officially compatible ones.
The result - when the Internet is completely turned off, OneAPI integration with VS fails.

In addition, the Visual Studio Installer considers the integrity of the studio itself violated and requires its repair.
I emphasize that in the presence of the Internet, everything is installed, integrated and works CORRECTLY!
There are a lot of questions on the forum about such failures, but it just does not specify what exactly the lack of Internet leads to them.
Here I insist that it is the lack of Internet that leads to the failure of the installation of completely offline packages!

Thus, it turns out that it is impossible to install OneAPI of any version without the Internet in principle!

A simple test - on a separate computer without Internet access, try installing any of the latest VS+OneAPI bundle, and then just turn on the Internet and do the same. The result will surprise you!)

• OS build on which you are installing the software  
• Full name of Intel® oneAPI Toolkits on which you are facing an issue
• Other versions of Intel® Parallel Studio XE or Intel® oneAPI already installed on the system   
• Installation Log files.  
  • The default path for a log file for a oneAPI installation is: C:\Program Files (x86)\Intel\oneAPI\logs

OS build on which you are installing the software  - Windows 10 Pro 22H2 (it was also on 21H2) 

Full name of Intel® oneAPI Toolkits on which you are facing an issue - 2023.1.0, 2023.0.0, 2022.3.0, 2021.2.0 

Other versions of Intel® Parallel Studio XE or Intel® oneAPI already installed on the system  - No other versions.

Microsoft Visual Studio 2022 ver. 17.6.3, 17.6.0, 17.3.7 (Professional), 2019 ver. 16.11.22, 27 (Professional).

The result is faulty and always the same!

Attempts to put bundles VS2017v15.9.0 together with Intel Parallel Studio XE 2017 Upd4, 2019 Upd4-5, 2020 Upd4 lead to a similar faulty result (Visual Studio breaks, although it works).

Parallel Studio installations were installed and then deleted sequentially in one instance, after that Visual Studio was repaired and the process was repeated.

Only Visual Studio 2015 14.0.25431.01 Update 3 together with Intel Parallel Studio XE 2017 Upd4, 2019 Upd4-5 was installed and works correctly. 

I send logs of installations oneAPI 2023.1+VS2022v17.6.3 in archives – without the Internet of faulty, with the Internet of good. 

Once again, I suggest you a simple test – install any of your new oneAPI assembly together with VS 2022 with and without the Internet. And everything will become clear!)

The issue is with VS offline installation, not oneAPI. If you install VS online and then offline oneAPI  - no issues.

That is interesting. I can't reproduce that issue and I have been using offline oneAPI installer with internet off. In addition, we tested installing offline package with internet off on various machines and offline package installs fine. The VS was installed with online installation beforehand. 
First please verify that the system requirements are met, second that the oneAPI package you are installing is not damaged. 

-Is the installation error message the same for the second scenario, where VS is installed online and oneAPI HPC or Base 2023.2 is installed with internet connection off? 

- For this case - please provide installation logs for both VS and oneAPI failed installation - 
from %TEMP%\intel_oneapi_installer and Visual Studio ones %TEMP%\dd_***.

Are you serious about reproducing the problem?)

So, I previously experimented with VS 17.6.3+oneAPI 2023.1, all the results of the installation oneAPI without the Internet are faulty and not working.
Now I have installed the latest version of VS 17.7.6 Professional from the Internet online and with the Internet turned off oneAPI 2023.2 (w_BaseKit_p_2023.2.0.49396_offline.exe ). The result is the same – not working. I am sending all the logs for VS and oneAPI.

I emphasize that when you turn on the Internet, everything is installed and works OK!

@Dim-Dim I wanted to follow up with you on this issue. We are working with Microsoft to resolve it for you. Meanwhile please note:

There is a known issue integrating Intel software developer tools (Intel® oneAPI Base Toolkit, Intel® HPC Toolkit, or their component products) into Microsoft Visual Studio* 2022 (17.7 or higher) on offline systems with the Windows Performance Toolkit (Win11SDK_WindowsPerformanceToolkit) installed. This results in an incomplete integration. To work around the issue, either enable an Internet connection during Intel developer tools installation or uninstall the Windows Performance Toolkit before installing Intel developer tools, after Intel developer tools are installed, reinstall the Windows Performance Toolkit.

Once we hear back from Microsoft on the fix I will update further.  I apologize for the inconvenience.

Firstly: thank you for confirming the issue!))
Secondly: this issue, as I already wrote, appeared for VS 2017.
Thirdly: uninstalled oneAPI 2023.2, fixed VS 17.7.6, uninstalled Win10SDK from the computer, rebooted, turned off the Internet, tried to install oneAPI 2023.2 again – the result is the same - failed.

Why do you always advise non-working solutions on this issue?)

The suggested solution worked in our testing. However , it might not work in all cases. We are still waiting for Microsoft to fix this. As mentioned, we reported this to Microsoft, since this is NOT oneAPI HPC Toolkit issue but Microsoft Visual Studio issue.

Microsoft fixed it in VS 2022 17.9 Preview 2, we checked with the latest preview version on our side and confirm that the issue is resolved.
