Resolution options just dropped down to 3 options

This ones a doosey for me. I had the full range from 640 x 480 or whatever all the way up to 4k x 2k and now its just the 2 options Ill include screen shots, cant figure out why I only have 2 options now, Its affecting my gaming (only those 2 options in games as well) I checked the hrtz Im running on......The only thing I can say might be causing it IS that Im on a 4k samsung tv with very minor screen damage that makes it stutter very very slightly almost constantly, but then it will cycle back to not doing that every few days for a few days - it goes in and out. its rather exacerbated right now, as in its at the full wax of its stutter cycle (as bad as its going to get which isnt that bad at all cant even notice in video)

I used to be able  to select any one of those. Please help!!!!! Thank you so much! I was born in 88 so Ill understand any tech jargon you throw at me.

TSO is old, but it  sure is slow.
