I219-V in a Lenovo M720q

I am using the Lenovo M720q as a Proxmox server. My onboard NIC is the Intel I219-V. Under Debian 11, when I run the Bootutil64e tool it tells me the adapter cannot be initialized due to inaccessible device memory. Update the device driver and reboot the system before running this utility again. It also shows the port and cannot initialize adapter in brackets. What does this mean. Is there a problem with the I219? Can the I219-V be firmware updated? Since I am using Debian 11 do I need an updated device driver for this release?

The other part of this is I can boot the PC with a DOS bootable USB drive. If I run Bootutil from the USB stick it shows me the I219-V as port 1, with a network address, location, and series. The Flash section says Flash, but the Firmware section says not present. 

 

Why do I get different results from the tool, when run on Debian or DOS?
