Latest Killer E2600 driver fails to load with error code 37 when booting Windows 11 22H2 in Safe Mode. Who is supposed to fix this problem? Microsoft or Intel?

Same problem with Drivers 1168.5.112.2022 and 1168.10.720.2022:
To work around this problem, I had to load an old Microsoft driver from 2015

In order to better assist you, please provide the following:
1. Is this a laptop or desktop computer?
2. Is this issue only present in safe mode?
3. Do you see the issue when booting into regular Windows?
4. Have you tried with the drivers from the computer manufacturer?

1) This is a desktop Dell XPS 8940.
2) This problem is only in safe mode
3) No problems booting in regular Windows
4) Yes, and get the same issue in safe mode.

The same problem is now happening also with Intel Wi-Fi AC 9260 on a Lenovo Yoga 920 Laptop.
The driver fails to Initialize in Safe Mode with (Code 37).
Windows 11 Build 22621.2506.
