Which design of I210-IT & I219 LM is correct (related to electrostatic protection)?

Dear Team

I have a design contains your two chips:Intel Ethernet Controller I210-IT  &  Intel Ethernet Connection I219LM, and I need to add electrostatic protection. So I choose a Network transformer from Pulse (H5008NL).

I seach the datasheet of I219LM and I210-IT,  but I still don't know the type of the Chips‘ PHY,  so I don't know the red font(“Vdd???”) in the picture below is need or not?

I google the question,it tells me: if the PHY's tpye is current sources, the "TCT1,TCT2,TCT3,TCT4" should connect a Voltage(Vdd) and a capacitance. if the PHY's tpye is voltage sources, the "TCT1,TCT2,TCT3,TCT4" should just connect a capacitance. 

So I want to know which design is correct?  And I hope to get a recommended design.
