TSE MAC driver reconnect issue

We are seeing issues with the small-instance TSE MAC (8.0) and/or device driver on uCLinux using a National Dual-PHY and only some networks . If we disconnect the cable from the device for a minute or so and reconnect the link will come up but we are unable to ping the device. We can ping out from the device but not in. If we disconnect the cable for 10 seconds or so everything comes back up fine. Wireshark shows incoming ICMP ping requests at the device but the echo is not responded to. On some networks this all works fine no matter how long we disconnect the cable.

Anyone see anything like this or have any thoughts?
