I have Intel Iris Xe Graphics (version 31.0.101.5522). I have 4 GB of total graphics memory but only 128 mb is dedicated . Can this be improved in any way whatsoever?

By default, the Intel graphics driver will report 128 MB of fictitious Dedicated Video Memory for compatibility with applications that don’t correctly comprehend a fully unified memory architecture. Please find more explanation in Frequently Asked Questions for Intel® Graphics Memory on Windows® 10 and Windows 11*

and in Dedicated Memory Reporting section of this Release Notes document.

But I can't seem to run any high end games (For ex. WWE 2k19, GTA 4/5 etc.).

Read my post again. The problem is in games requirement, with the request for higher Dedicated Memory value. This not valid requirement for the current graphics. Read the referenced in my post above Release Notes to find how you may increase  the reported Dedicated Memory value by changing the value of the "DedicatedSegmentSize" in the Registry.

If you only have 4GB total memory, you aren't going to be able to improve things much. You needcto increase your total memory.
Hope this helps,

I understand that he has 4GB Total Available Graphics Memory  (i.e. 8GB RAM). However increasing RAM will not increase the 128GB Dedicated Video Memory value.

So there's no way I could actually utilise even 512 mb or 1 gb of that shared memory, or is the game supposed to utilise it itself? Because I have tried multiple things

As the need for more video memory increases, the driver is going to automatically allocate more system memory to use as video memory. Up to 50% of the available system memory can be utilized as video memory. Similarly, when the need for video memory decreases, the driver will automatically release video memory back to the system.
Now, some older games do not understand that this automatic allocation (and deallocation) can occur and have this (incorrect) assumption that the dedicated video memory is all there is. This is a bug in the game. If this is a complaint that appears when the game is started and can be ignored, great. Otherwise, well, all you can do is contact the game developers and ask for a version that doesn't make this stupid assumption and doesn't obstinately refuse to play with so little dedicated memory.
Sorry, but this is the reality of the situation. This is the way that the driver works and it isn't going to change.
