Everything I read tells me that I can upgrade from windows basic graphics driver on this machine but i keep striking out I've downloaded all possible Intel HD 3000 drivers and tried to run them all in diff compatibility modes and my system keeps say that my pc doesn't have the minimum requirements to run this software, any suggestions?

Simply put, Intel has never provided Windows 10 drivers for its 2nd gen processors. These processors were already discontinued when Windows 10 was introduced. The only driver available to support it is the Microsoft-supplied compatibility driver that you already have loaded. If this doesn't meet your needs, then you are looking at spending some money to upgrade your hardware. If this was a desktop, you might have been able to install a separate graphics card and get improved graphics capabilities and performance. Since this is a laptop, however, there is nothing that you can do other than replace it with a much more modern version.
Sorry,
